Handles an external access to the IONetworkData object returned by getStatisticsData().

## Parameters

- `data`: The IONetworkData object being accessed.
- `type`: Description of the type of access being performed.
- `param`: An optional parameter for the handler.

Return Value Returns kIOReturnSuccess on success, or an error code otherwise.
