Returns the elementwise logical NOR of the input tensors.

## Parameters

- `primaryTensor`: The LHS tensor of the binary Op.

## Discussion

Discussion This operation creates a logical NOR operation and returns the result tensor. It supports broadcasting as well. resultTensor = !(primaryTensor || secondaryTensor)
