Creates a new quaternion with an action that’s a rotation about an axis.

## Declaration

init(angle: Double, axis: SIMD3<Double>)
```

## Parameters

- `angle`: The rotation angle in radians.
- `axis`: A three-element vector that specifies the rotation axis.
