Allocates and initializes an instance of the audio stream class.

A poiner to an IOUserAudioStream, if allocation and initialization succeeded.
Discussion
If you subclass IOUserAudioStream to override this class’ behavior, don’t use Create to allocate and initialize the custom subclass.
